Men mycket \u00e5terst\u00e5r att g\u00f6ra. Det skriver Per Hammar, n\u00e4ringspolitisk expert Almega, Patrik Eidfelt, f\u00f6rbundsdirekt\u00f6r Kompetensf\u00f6retagen, och Fredric Sk\u00e4lstad, branschchef Almega utbildningsf\u00f6retagen.<\/p>\n\n\n\n<p>\u2013 Nu har jag f\u00e5tt mer arbetserfarenhet. Jag \u00e4r verkligen glad f\u00f6r det. Det tar jag med mig och hoppas att jag f\u00e5r jobba kvar. Det&nbsp;<a href=\"https:\/\/www.dn.se\/ekonomi\/tufft-for-flyktingkvinnor-att-fa-jobb-rozina-hoppas-fa-arbeta-kvar\/\" target=\"_blank\" rel=\"noreferrer noopener\">s\u00e4ger Rozina<\/a>&nbsp;som har f\u00e5tt hj\u00e4lp av ett matchningsf\u00f6retag att, via praktik, hitta ett arbete.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fr\u00e5n hoppl\u00f6shet till hopp<\/h3>\n\n\n\n<p>M\u00e5nga kanske tar det f\u00f6r givet, men m\u00f6jligheten att g\u00e5 till ett arbete kan vara skillnaden mellan hopp och hoppl\u00f6shet, mellan utanf\u00f6rskap och integration. Rozina \u00e4r en av 50&nbsp;101 personer som i fjol anvisades till Arbetsf\u00f6rmedlingens nya matchningstj\u00e4nst <a href=\"https:\/\/www.kompetensforetagen.se\/arbetsformedlingen\/krom-rusta-och-matcha\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rusta och matcha<\/a>. D\u00e4r f\u00e5r l\u00e5ngtidsarbetsl\u00f6sa st\u00f6d av frist\u00e5ende jobbf\u00f6rmedlare. Resultaten \u00f6vertr\u00e4ffar med r\u00e5ge Arbetsf\u00f6rmedlingens egen m\u00e5ls\u00e4ttning. Drygt h\u00e4lften av deltagarna hade inom 90 dagar efter avslutad insats ett jobb eller p\u00e5b\u00f6rjat en utbildning.<\/p>\n\n\n\n<p>En ny granskning fr\u00e5n Almega visar dock att fyra av fem arbetsl\u00f6sa aldrig f\u00e5r ta del av tj\u00e4nsten. I slutet p\u00e5 2021 fick bara 30 procent av Jobb- och utvecklingsgarantins drygt 130&nbsp;000 l\u00e5ngtidsarbetsl\u00f6sa hj\u00e4lp av frist\u00e5ende leverant\u00f6rer. \u00d6vriga har helt enkelt sorterats bort. Var fj\u00e4rde deltog inte i n\u00e5gon aktivitet alls. Inf\u00f6randet av Rusta och matcha kan beskrivas som en succ\u00e9. Men mycket \u00e5terst\u00e5r att g\u00f6ra. Januariavtalet var startskottet \u2013 inte slutpunkten \u2013 f\u00f6r reformen av Arbetsf\u00f6rmedlingen.<\/p>\n\n\n\n<p>Almega presenterar d\u00e4rf\u00f6r fem f\u00f6rslag p\u00e5 hur n\u00e4sta steg kan tas &#8211; s\u00e5 kan Arbetsf\u00f6rmedlingen forts\u00e4tta att reformeras<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Nytt uppdrag att f\u00f6rhindra l\u00e5ngtidsarbetsl\u00f6shet.<\/strong>&nbsp;Alla arbetsl\u00f6sa, inte bara de som varit arbetsl\u00f6sa i mer \u00e4n 12 m\u00e5nader, m\u00e5ste f\u00e5 v\u00e4lja en frist\u00e5ende matchningsleverant\u00f6r s\u00e5 fort behovet av st\u00f6d kan konstateras. Arbetsl\u00f6sa m\u00e5ste skyndsamt anvisas till effektiva insatser \u2013 matchning, arbetsmarknadsutbildning eller andra rustande f\u00f6rmedlingsinsatser.<\/li>\n\n\n\n<li><strong>Valfrihet f\u00f6r arbetsl\u00f6sa som st\u00e5r l\u00e4ngst ifr\u00e5n arbetsmarknaden.<\/strong>&nbsp;L\u00e5ngtidsarbetsl\u00f6sa med svagast st\u00e4llning p\u00e5 arbetsmarknaden m\u00e5ste f\u00e5 det starkaste st\u00f6det. \u00c4ven de med nedsatt arbetsf\u00f6rm\u00e5ga till f\u00f6ljd av funktionsneds\u00e4ttning m\u00e5ste f\u00e5 v\u00e4lja frist\u00e5ende leverant\u00f6r. Fler f\u00f6retag m\u00e5ste uppmuntras att anst\u00e4lla l\u00e5ngtidsarbetsl\u00f6sa genom ett anst\u00e4llningsst\u00f6d som alltid f\u00f6ljer med individen.<\/li>\n\n\n\n<li><strong>Ny modell f\u00f6r att profilera arbetss\u00f6kande.<\/strong>&nbsp;Kompetenskartl\u00e4ggningen beh\u00f6ver f\u00f6rdjupas s\u00e5 att r\u00e4tt st\u00f6d kan ges direkt. Arbetsf\u00f6rmedlingens nya AI-baserade profileringsverktyget m\u00e5ste bli beslutande i st\u00e4llet f\u00f6r v\u00e4gledande.<\/li>\n\n\n\n<li><strong>Renodla Arbetsf\u00f6rmedlingens uppdrag.<\/strong>&nbsp;Myndighetens uppdrag (myndighetsut\u00f6vning, anskaffning av insatser, kontroll och uppf\u00f6ljning av leverant\u00f6rer och arbetss\u00f6kande, samverkan med branscher och kommuner, expertmyndighet p\u00e5 arbetsmarknadens kompetensf\u00f6rs\u00f6rjning) m\u00e5ste renodlas. F\u00f6rst d\u00e5 kan Arbetsf\u00f6rmedlingen fokusera p\u00e5 uppf\u00f6ljning och kontroll av upphandlade leverant\u00f6rer.<\/li>\n\n\n\n<li><strong>En mer transparent resultatstyrning<\/strong>. Till harm f\u00f6r de arbetsl\u00f6sa uppfyller Arbetsf\u00f6rmedlingen s\u00e4llan prognoserna i de upphandlade tj\u00e4nsterna. En transparent resultatstyrning av tj\u00e4nsterna beh\u00f6vs f\u00f6r att ytterligare f\u00f6rb\u00e4ttra resultaten i tj\u00e4nsterna. Den politiska styrningen beh\u00f6ver ocks\u00e5 bli mer l\u00e5ngsiktig och f\u00f6ruts\u00e4gbar f\u00f6r att de arbetsl\u00f6sa ska f\u00e5 r\u00e4tt st\u00f6d.<\/li>\n<\/ol>\n\n\n\n<p>Dessa f\u00f6rslag skulle f\u00f6rb\u00e4ttra matchningen och bryta l\u00e5ngtidsarbetsl\u00f6sheten f\u00f6r alla grupper av arbetss\u00f6kande.
