D\u00e4rf\u00f6r ser vi ingen anledning att nu driva p\u00e5 f\u00f6r att Arbetsf\u00f6rmedlingen ska b\u00f6rja ing\u00e5 \u00f6verenskommelser med enskilda kommuner, skriver tre f\u00f6retr\u00e4dare f\u00f6r Almega. SKR:s oro f\u00f6r vita fl\u00e4ckar \u00e4r obefogad.<\/p>\n\n\n\n<p>SKR:s ordf\u00f6rande Anders Knape (M) \u00f6nskar att tempot i <a href=\"https:\/\/www.kompetensforetagen.se\/arbetsformedlingen\/\" target=\"_blank\" rel=\"noopener noreferrer\">Arbetsf\u00f6rmedlingens reform<\/a> h\u00e5lls uppe, och ser inget behov av att kommunerna ska konkurrera med frist\u00e5ende akt\u00f6rer i upphandlade tj\u00e4nster. Samtidigt vill han \u00e4nd\u00e5 att kommunerna ska kliva in n\u00e4r vita fl\u00e4ckar uppst\u00e5r. Vi delar bilden att utredningsf\u00f6rslaget, d\u00e4r kommunerna ska konkurrera med frist\u00e5ende akt\u00f6rer, skjuter bredvid m\u00e5let. Men vi vill opponera oss mot argumentationen kring vita fl\u00e4ckar.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Oro f\u00f6r vita fl\u00e4ckar \u00e4r obefogad<\/h3>\n\n\n\n<p>Oron f\u00f6r vita fl\u00e4ckar \u00e4r obefogad. Reformeringen av Arbetsf\u00f6rmedlingen \u00e4r inte genomf\u00f6rd \u00e4n, och precis som Knape skriver s\u00e5 kommer det att finnas en strategi mot vita fl\u00e4ckar som s\u00e4kerst\u00e4ller etablering i hela landet.<\/p>\n\n\n\n<p>Det handlar exempelvis om att anpassa ers\u00e4ttningsmodellen s\u00e5 att det blir lika attraktivt att etablera sig i Stockholm som i Jokkmokk. Det handlar ocks\u00e5 om att \u00f6ppna upp f\u00f6r leverans av tj\u00e4nster p\u00e5 distans eller via mobila l\u00f6sningar. Dessutom kan man anpassa upphandlingsmodellen och g\u00f6ra s\u00e4rskilda glesbygdsupphandlingar.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">99 procent har tillg\u00e5ng<\/h3>\n\n\n\n<p>Enligt Riksrevisionens granskningsrapport (<a href=\"https:\/\/www.riksrevisionen.se\/rapporter\/granskningsrapporter\/2020\/stod-och-matchning---ett-valfrihetssystem-for-arbetssokande.html\" target=\"_blank\" rel=\"noopener noreferrer\">RIR 2020:13<\/a>) av Arbetsf\u00f6rmedlingens kundvalsmodell &#8221;St\u00f6d och matchning&#8221; (STOM) har \u00f6ver 99 procent av landets arbetsl\u00f6sa tillg\u00e5ng till minst en frist\u00e5ende matchningsakt\u00f6r lokalt och drygt 99 procent av befolkningen i arbetsf\u00f6r \u00e5lder bor och arbetar i ett leverant\u00f6rsomr\u00e5de d\u00e4r det finns etablerade och frist\u00e5ende leverant\u00f6rer.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Precis som Knape skriver s\u00e5 kommer det att finnas en strategi mot vita fl\u00e4ckar som s\u00e4kerst\u00e4ller etablering i hela landet<\/p>\n<\/blockquote>\n\n\n\n<p>I den f\u00f6rberedande verksamheten kundval <a href=\"https:\/\/www.kompetensforetagen.se\/arbetsformedlingen\/krom-rusta-och-matcha\/\" target=\"_blank\" rel=\"noopener noreferrer\">&#8221;Rusta och matcha&#8221;<\/a> \u00e4r tj\u00e4nsten utformad f\u00f6r att s\u00e4kerst\u00e4lla helt\u00e4ckande etablering, och d\u00e4r finns det inga vita fl\u00e4ckar. Det finns allts\u00e5 i praktiken inga vita fl\u00e4ckar \u2013 Knapes resonemang och d\u00e4rmed grunden till utredningen \u00e4r obefogad.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Digitalisering f\u00f6r majoriteten<\/h3>\n\n\n\n<p>Vi ser ocks\u00e5 hur coronapandemin redan har f\u00f6rb\u00e4ttrat f\u00f6ruts\u00e4ttningarna genom att skynda p\u00e5 en digitalisering av utbildningar och omst\u00e4llning. Leverant\u00f6rerna kan nu st\u00f6dja arbetss\u00f6kande i hela landet. Den \u00f6kade digitaliseringen och de positiva effekter som den har genererat kommer inte att f\u00f6rsvinna \u2013 snarare tv\u00e4rtom \u2013 vilket inneb\u00e4r att tillg\u00e4ngligheten \u00f6kar \u00e4n mer.<\/p>\n\n\n\n<p>Enligt aktuella bed\u00f6mningar \u00e4r det mellan en och tv\u00e5 procent av de arbetss\u00f6kande som inte har digitala f\u00f6ruts\u00e4ttningar, som exempelvis saknar mobilt bredband. De f\u00e5tal personer detta r\u00f6r har f\u00e5tt hj\u00e4lp fysiskt p\u00e5 plats.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">F\u00f6rslaget skadar marknaden<\/h3>\n\n\n\n<p>Vi ser d\u00e4rf\u00f6r ingen anledning att nu driva p\u00e5 f\u00f6r att Arbetsf\u00f6rmedlingen ska b\u00f6rja ing\u00e5 \u00f6verenskommelser med enskilda kommuner. Man m\u00e5ste komma ih\u00e5g att om en arbetsmarknads\u00e5tg\u00e4rd \u00f6verl\u00e5ts \u00e5t en kommun att utf\u00f6ra s\u00e5 inneb\u00e4r det samtidigt att den potentiella marknaden f\u00f6r frist\u00e5ende akt\u00f6rer i motsvarande m\u00e5n minskar.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Kommunerna b\u00f6r kunna spela en betydelsefull roll som sammanh\u00e5llande kontaktpunkt i ett framtida system<\/p>\n<\/blockquote>\n\n\n\n<p>Vi ser en uppenbar risk f\u00f6r att det kan leda till att specifika uppdrag kommunaliseras p\u00e5 ett best\u00e5ende s\u00e4tt. Och detta utan att vita fl\u00e4ckar ens f\u00f6religger. Det vore mycket olyckligt och skulle skada reformens genomf\u00f6rande.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Arbeta tillsammans<\/h3>\n\n\n\n<p>Vi h\u00e5ller med Anders Knape om att hela samh\u00e4llet har ett gemensamt intresse av en v\u00e4lfungerande arbetsf\u00f6rmedling. Vi ser \u00e4ven positivt p\u00e5 en samverkan mellan leverant\u00f6rer och kommuner. Kommunerna besitter till exempel kunskap om de arbetss\u00f6kande som uppb\u00e4r ekonomiskt bist\u00e5nd, och detta b\u00f6r tas tillvara.
