Kompetensf\u00f6retagens budskap till Region Sk\u00e5ne \u00e4r att v\u00e5ra medlemsf\u00f6retag m\u00e5ste vara med i utformandet av upphandlingsunderlaget. F\u00f6rst d\u00e5 blir det ett optimalt resultat f\u00f6r medborgarna, som\u00a0 patienter och som skattebetalare. Regionerna g\u00e5r i r\u00e4tt riktning n\u00e4r de b\u00f6rjar fokusera mer p\u00e5 kvalitet och utf\u00f6rd v\u00e5rd \u00e4n bara kronor och \u00f6ren n\u00e4r det kommer till inhyrning.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Varje dag \u00e4r tusentals fr\u00e5nvarande fr\u00e5n sina jobb i regionerna, av fullt naturliga orsaker som byte av yrke eller arbetsplats, sjukskrivning, f\u00f6r\u00e4ldraledighet, studier, semester och s\u00e5 vidare<\/p>\n<\/blockquote>\n\n\n\n<p>Faktum \u00e4r att inhyrd personal beh\u00f6vs, och inte bara under det sv\u00e5ra l\u00e4ge v\u00e5rden befinner sig i nu. I en artikel i<a href=\"https:\/\/www.dagensmedicin.se\/arbetsliv\/bemanning\/plan-for-regiongemensam-upphandling-av-hyrpersonal-i-rullning\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Dagens Medicin s\u00e4ger Region Sk\u00e5nes HR-direkt\u00f6r Karin Melander<\/a> att behovet alltid kommer att finnas vid arbetstoppar eller n\u00e4r nya verksamheter ska \u00f6ppna.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fr\u00e5nvaro i v\u00e5rden skapar problem<\/h3>\n\n\n\n<p>Melander har helt r\u00e4tt: varje dag \u00e4r tusentals fr\u00e5nvarande fr\u00e5n sina jobb i regionerna, av fullt naturliga orsaker som byte av yrke eller arbetsplats, sjukskrivning, f\u00f6r\u00e4ldraledighet, studier, semester och s\u00e5 vidare. Bristen p\u00e5 medarbetare inom v\u00e5rden ger stora uttag av \u00f6vertid, vilket skapar arbetsmilj\u00f6problem som leder till mer sjukfr\u00e5nvaro. D\u00e4rmed uppst\u00e5r kvalitetsproblem i v\u00e5rden som l\u00e5nga v\u00e5rdk\u00f6er och problem med att \u00f6verhuvudtaget kunna f\u00e5 tr\u00e4ffa en l\u00e4kare.<\/p>\n\n\n\n<p>Nu ska regionerna troligtvis samverka f\u00f6r gemensam upphandling. Melander n\u00e4mner fokus p\u00e5 kvalitet, patients\u00e4kerhet och kontinuitet i kontakt med v\u00e5rden. Det v\u00e4lkomnar vi. Om regionerna tar med oss leverant\u00f6rer i det arbetet kan vi tillsammans uppn\u00e5 en mer patients\u00e4ker v\u00e5rd utan stegrande kostnader.<\/p>\n\n\n\n<p>Kompetensf\u00f6retagens medlemsf\u00f6retag har i m\u00e5nga \u00e5r arbetat f\u00f6r att leverera mot behoven hos s\u00e5v\u00e4l regioner som patienter, med st\u00e4ndigt f\u00f6rb\u00e4ttrad kvalitet, kostnadseffektivitet och leveranss\u00e4kerhet. Samarbetet med regionerna har st\u00e4rkts de senaste \u00e5ren, vilket bekr\u00e4ftas i Konkurrensverkets rapport <a href=\"https:\/\/www.konkurrensverket.se\/nyheter\/hyrpersonal-i-varden-kostar-regionerna-mer-an-fem-miljarder\/\" target=\"_blank\" rel=\"noreferrer noopener\">Regioners upphandlingar av v\u00e5rdpersonal<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Viktigt budgetera f\u00f6r inhyrning<\/h3>\n\n\n\n<p>Om regionerna inte budgeterar f\u00f6r inhyrning uppst\u00e5r ocks\u00e5 problem. D\u00e5 hamnar de i direktupphandlingar d\u00e4r de har sv\u00e5rare att p\u00e5verka b\u00e5de kvalitet p\u00e5, och kostnad f\u00f6r inhyrningarna. Dessutom har det fokus p\u00e5 pris som regionerna har idag i upphandlingar \u00f6ppnat marknaden f\u00f6r leverant\u00f6rer som inte lever upp till Kompetensf\u00f6retagens h\u00f6ga krav, med f\u00f6retag som \u00e4r <a href=\"https:\/\/www.kompetensforetagen.se\/auktorisation\/\" target=\"_blank\" rel=\"noreferrer noopener\">auktoriserade<\/a> enligt v\u00e5ra villkor. Auktorisationen innefattar bland annat kollektivavtal med f\u00f6rs\u00e4kringar och andra f\u00f6rm\u00e5ner, helt enligt den svenska modellen.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Kompetensf\u00f6retagens medlemsf\u00f6retag har i m\u00e5nga \u00e5r arbetat f\u00f6r att leverera mot behoven hos s\u00e5v\u00e4l regioner som patienter, med st\u00e4ndigt f\u00f6rb\u00e4ttrad kvalitet<\/p>\n<\/blockquote>\n\n\n\n<p>Vi v\u00e4lkomnar Region Sk\u00e5nes och SKR:s \u00f6nskan att driva ned kostnaderna f\u00f6r inhyrning, och vill bidra till det genom att st\u00f6tta i utformandet av v\u00e4lfungerande ramavtal f\u00f6r upphandling av inhyrd v\u00e5rdpersonal.
