Det finns en betydande risk att deras f\u00f6rslag leder till att en omfattande statlig administrationsapparat byggs upp, som sedan m\u00e5ste monteras ned n\u00e4r konjunkturen f\u00f6rb\u00e4ttras. Det \u00e4r inte ett ansvarsfullt s\u00e4tt att hantera en myndighet eller dess medarbetare.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>G\u00f6r vad som kr\u00e4vs och g\u00f6r det nu \u2013 skicka nya arbetsl\u00f6sa direkt till frist\u00e5ende jobbf\u00f6rmedlare<\/p>\n<\/blockquote>\n\n\n\n<p>I st\u00e4llet b\u00f6r samarbetet mellan myndigheten och de frist\u00e5ende akt\u00f6rerna ut\u00f6kas<strong>.<\/strong>&nbsp;Ett s\u00e4tt \u00e4r att automatiskt anvisa arbetsl\u00f6sa till Arbetsf\u00f6rmedlingens redan upphandlade frist\u00e5ende jobbf\u00f6rmedlare och utbildningsleverant\u00f6rer.<\/p>\n\n\n\n<p>Genom valfrihetssystem, upphandlade tj\u00e4nster och dynamiska ink\u00f6pssystem kan ledtiderna kapas och de arbetsl\u00f6sa ges b\u00e4ttre m\u00f6jligheter att sj\u00e4lva v\u00e4lja l\u00e4mpliga insatser.<\/p>\n\n\n\n<p>Erkers och Berges f\u00f6rslag om ett \u00e5terst\u00e4llande av programanslaget till 2018 \u00e5rs niv\u00e5 \u00e4r en rimlig utg\u00e5ngspunkt. Med dessa f\u00e5r arbetsf\u00f6rmedlarna hj\u00e4lp att matcha nya arbetss\u00f6kande mot jobb och med att kartl\u00e4gga behoven av kompetensutveckling.<\/p>\n\n\n\n<p>Vi ser redan hur Arbetsf\u00f6rmedlingen tillsammans med utbildningsakt\u00f6rer startar nya arbetsmarknadsutbildningar f\u00f6r att snabbt kunna ge arbetss\u00f6kande m\u00f6jlighet att arbeta i branscher som skriker efter arbetskraft, till exempel v\u00e5rden och gr\u00f6na n\u00e4ringar.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Reformeringen av Arbetsf\u00f6rmedlingen handlar om att effektivisera arbetsmarknadspolitiken<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Arbetsf\u00f6rmedlingen mer \u00e4n n\u00e5gonsin i behov av reform<\/h3>\n\n\n\n<p>Det \u00e4r dock viktigt att sl\u00e5 fast att b\u00e5de fack och arbetsgivare st\u00e5r eniga om behovet av mer resurser till den aktiva arbetsmarknadspolitiken, allts\u00e5 utbildnings- och matchningsinsatser. Frist\u00e5ende matchnings- och utbildningsakt\u00f6rer ska utforma effektiva insatser som m\u00f6ter de arbetss\u00f6kandes behov. De insatser som leder till jobb och utbildning premieras, andra s\u00e5llas bort.<\/p>\n\n\n\n<p>Det \u00e4r v\u00e4rt att notera att Arbetsf\u00f6rmedlingen endast anv\u00e4nder 5,3 procent av sina f\u00f6rvaltningsanslag, motsvarande cirka 0,5 miljarder kronor, till att fatta beslut om programinsatse<strong>r.<\/strong>&nbsp;Detta samtidigt som den lediga kapaciteten hos matchningsakt\u00f6rerna \u00e4r enorm och tusentals utbildningsplatser st\u00e5r tomma.
