Den senaste statistiken fr\u00e5n Statistiska Centralbyr\u00e5n (mars 2018) visar att det totalt \u00e4r fler utrikes f\u00f6dda som \u00e4r arbetsl\u00f6sa \u00e4n inrikes f\u00f6dda, trots att det \u00e4r cirka 3,5 g\u00e5nger fler inrikes f\u00f6dda i arbetskraften. Skillnaden i deltagande p\u00e5 arbetsmarknaden mellan inrikes- och utrikes f\u00f6dda har ocks\u00e5 \u00f6kat \u00f6ver tid. Om inga \u00e5tg\u00e4rder vidtas f\u00f6r att motverka denna utveckling \u00e4r risken att de h\u00f6ga arbetsl\u00f6shetstalen bland utrikes f\u00f6dda blir best\u00e5ende, med h\u00f6ga samh\u00e4llsekonomiska kostnader och sociala problem som f\u00f6ljd.<\/p>\n<p>Ny forskning fr\u00e5n Handelns forskningsinstitut visar att det finns stora f\u00f6retags- och branschspecifika skillnader avseende vilka f\u00f6retag som anst\u00e4ller arbetsl\u00f6sa utrikes f\u00f6dda. Det \u00e4r framf\u00f6r allt f\u00f6retag inom de arbetskraftsintensiva tj\u00e4nstebranscherna som anst\u00e4ller utrikes f\u00f6dda som har problem med att etablera sig p\u00e5 arbetsmarknaden. Bes\u00f6ksn\u00e4ringen \u00e4r en av de viktiga integrationsmotorerna. Av alla arbetsl\u00f6sa som anst\u00e4lldes i bes\u00f6ksn\u00e4ringen under perioden 2011\u20132015 var hela 27 procent f\u00f6dda i Afrika eller Asien. Andra viktiga integrationsmotorer i den svenska ekonomin \u00e4r f\u00f6retag inom \u00e4ldreomsorgen, bemanningsbranschen, taxibranschen och rut-branscherna.<\/p>\n<p>I Sverige har dock n\u00e4ringslivspolitiken framf\u00f6r allt riktats mot branscher med intensiv forskning och utveckling (branscher som inte anst\u00e4ller arbetsl\u00f6sa utrikes f\u00f6dda i n\u00e5gon h\u00f6g utstr\u00e4ckning) och beslutsfattarna har f\u00f6rs\u00f6kt att stimulera anst\u00e4llningen av nyanl\u00e4nda genom en uppsj\u00f6 av mer eller mindre misslyckade arbetsmarknadspolitiska insatser.<\/p>\n<p>Villkoren f\u00f6r de f\u00f6retagare som tenderar att anst\u00e4lla de utrikes f\u00f6dda som har problem med att etablera sig p\u00e5 arbetsmarknaden har samtidigt f\u00f6rs\u00e4mrats. Arbetsgivaravgiften f\u00f6r unga har h\u00f6jts, rut-avdragen har s\u00e4nkts och regelkr\u00e5nglet har \u00f6kat. D\u00e4rut\u00f6ver har debatten om vinster i v\u00e4lf\u00e4rden skapat en stor os\u00e4kerhet f\u00f6r de f\u00f6retag som \u00e4r verksamma inom v\u00e4lf\u00e4rdssektorn, d\u00e4r en stor andel utrikesf\u00f6dda kvinnor arbetar.<\/p>\n<p>En nyckel till integration av utrikes f\u00f6dda \u00e4r deras m\u00f6jligheter att f\u00e5 ett arbete. De internationellt sett h\u00f6ga ing\u00e5ngsl\u00f6nerna i Sverige har dock skapat en barri\u00e4r som m\u00e5nga utrikes f\u00f6dda inte passerar. P\u00e5 en inkluderande arbetsmarknad m\u00e5ste det d\u00e4rf\u00f6r bli mer attraktivt ekonomiskt f\u00f6r restauranger, handelsf\u00f6retag, fris\u00f6rsalonger, taxibolag, kontaktcenter och andra tj\u00e4nstef\u00f6retag att v\u00e5ga anst\u00e4lla n\u00e5gon som har en annan bakgrund och erfarenheter.<\/p>\n<p>F\u00f6rslaget om etableringsjobb \u00e4r i detta sammanhang ett steg fram\u00e5t. Det vi d\u00e4remot saknar \u00e4r att <a href=\"https:\/\/www.kompetensforetagen.se\/2019\/12\/kompetensforetag-ar-forutsattningen-for-att-reformen-med-etableringsjobb-ska-lyckas\/\" target=\"_blank\" rel=\"noopener noreferrer\">bemanningsf\u00f6retag inte till\u00e5ts spela den roll den f\u00f6rtj\u00e4nar<\/a>. Av alla de branscher som vi studerade var bemanningsbranschen en av de branscher som anst\u00e4llde flest invandrare fr\u00e5n Afrika eller Asien. Kompetensf\u00f6retagen utg\u00f6r d\u00e4rmed en viktig v\u00e4g in p\u00e5 arbetsmarknaden f\u00f6r m\u00e5nga utrikes f\u00f6dda som saknar de n\u00e4tverk och kontakter som inrikes f\u00f6dda har.<\/p>\n<p>Att s\u00e4nka arbetskraftskostnaderna f\u00f6r f\u00f6retagarna \u00e4r den viktigaste \u00e5tg\u00e4rden, men vi menar att en ny f\u00f6retagspolitik f\u00f6r nyanl\u00e4nda beh\u00f6ver vara bredare. Det \u00e4r ocks\u00e5 viktigt att genomf\u00f6ra reformer som minskar regelkr\u00e5nglet f\u00f6r f\u00f6retagen, \u00f6kar efterfr\u00e5gan p\u00e5 tj\u00e4nster bland konsumenter (till exempel utvidga rut-avdraget till fler branscher), samt skapar l\u00e5ngsiktiga och stabila villkor f\u00f6r de f\u00f6retag som \u00e4r verksamma inom v\u00e4lf\u00e4rdssektorn.<\/p>\n<p>Sverige beh\u00f6ver en ny n\u00e4ringslivspolitik.
