Det visar en ny rapport fr\u00e5n Kompetensf\u00f6retagen och Utbildningsf\u00f6retagen.<br \/>\n\u2013 Arbetss\u00f6kande drabbas n\u00e4r matchningsleverant\u00f6rerna inte f\u00e5r r\u00e4tt f\u00f6ruts\u00e4ttningar, s\u00e4ger <strong>Jessica Forss Katz<\/strong>, n\u00e4ringspolitisk expert p\u00e5 Kompetensf\u00f6retagen.<\/p>\n\n<p>Med goda resultat har frist\u00e5ende leverant\u00f6rer utgjort en central del i den aktiva arbetsmarknadspolitiken i \u00f6ver 30 \u00e5r.<\/p>\n\n\n\n<p>Den f\u00f6rsta moderna matchningstj\u00e4nsten kom med inf\u00f6randet av St\u00f6d och Matchning (STOM) 2014, som ett komplement till Arbetsf\u00f6rmedlingens \u00f6vriga utbud. Sedan dess har matchningsleverant\u00f6rer st\u00f6ttat arbetss\u00f6kande genom rustande och matchande insatser. N\u00e4rmare fyra av tio deltagare g\u00e5r vidare till jobb eller utbildning efter avslutad tj\u00e4nst.<\/p>\n\n\n\n<p>Ursprungligen var matchningstj\u00e4nsterna t\u00e4nkta att v\u00e4nda sig till 40 procent av de inskrivna p\u00e5 Arbetsf\u00f6rmedlingen, men i dagsl\u00e4get \u00e4r det endast omkring 12 procent som f\u00e5r ta del av tj\u00e4nsterna. Fr\u00e5n STOM till Kundval Rusta och Matcha (KROM) och dagens Rusta och Matcha 2 (ROM2) har dock mycket f\u00f6r\u00e4ndrats som gjort det allt sv\u00e5rare f\u00f6r h\u00f6gt presterande leverant\u00f6rer. Det handlar om \u00f6kade krav p\u00e5 personal och lokaler kombinerat med h\u00f6gre kostnader och en successiv urholkning av ers\u00e4ttningen.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>H\u00f6gre krav och urholkad ers\u00e4ttning g\u00f6r det  allt sv\u00e5rare f\u00f6r h\u00f6gt presterande leverant\u00f6rer.<\/p>\n<\/blockquote>\n\n\n\n<p>I denna rapport studeras f\u00f6r\u00e4ndringar n\u00e4r det kommer till ers\u00e4ttningsform och kravst\u00e4llningar fr\u00e5n den f\u00f6rsta moderna matchningstj\u00e4nsten till dagens Rusta och matcha 2. F\u00f6r att kunna j\u00e4mf\u00f6ra ers\u00e4ttningsmodellerna i de olika matchningstj\u00e4nsterna utg\u00e5r denna studie fr\u00e5n ber\u00e4kningar av fyra typfall av deltagare: tv\u00e5 typfall som st\u00e5r n\u00e4rmare arbetsmarknaden och tv\u00e5 som st\u00e5r l\u00e4ngre fr\u00e5n arbetsmarknaden, d\u00e4r resultat uppn\u00e5s i ena av de n\u00e4mnda typfallen.<\/p>\n\n\n\n<p>Rapporten visar bland annat att:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u00e4gre vikt har lagts vid att uppn\u00e5 ett snabbt resultat i ROM2 j\u00e4mf\u00f6rt med KROM, p\u00e5 grund av halveringen av snabbhetspremien och till\u00e4ggsers\u00e4ttningen i ROM2. I typfall 4 (en deltagare som st\u00e5r l\u00e4ngre fr\u00e5n arbetsmarknaden och som uppn\u00e5r resultat) inneb\u00e4r det en minskning med uppemot 13 procent l\u00e4gre ers\u00e4ttning f\u00f6r leverant\u00f6ren.<\/li>\n\n\n\n<li>Trots kraftiga pris\u00f6kningar i samh\u00e4llet (motsvarande 32 procent sedan m\u00e4tpunkten december 2014) har ers\u00e4ttningsniv\u00e5erna f\u00f6r matchningstj\u00e4nsterna inte justerats upp. Det inneb\u00e4r i praktiken att ers\u00e4ttningen har urholkats \u00f6ver tid.<\/li>\n\n\n\n<li>Mellan 2014 och idag har arbetskraftskostnaderna \u00f6kat med 43,1 procent. I en personalintensiv verksamhet har denna \u00f6kning en stor betydelse f\u00f6r verksamhetens kostnader.<\/li>\n\n\n\n<li>Stora sv\u00e4ngningar i deltagarvolymer och en f\u00f6r\u00e4ndrad deltagarsammans\u00e4ttning har f\u00f6rsv\u00e5rat leverant\u00f6rernas S och tj\u00e4nsteutveckling.<\/li>\n\n\n\n<li>\u00d6kade krav p\u00e5 personal, lokaler och l\u00e4ngden p\u00e5 resultat mellan matchningstj\u00e4nsterna har drivit p\u00e5 kostnader f\u00f6r leverant\u00f6rerna, utan motsvarande \u00f6kningar i ers\u00e4ttningsniv\u00e5erna. Bland annat har kraven avseende godk\u00e4nd utbildning, personalt\u00e4thet, lokalernas tillg\u00e4nglighetsanpassningar, \u00f6ppettider och l\u00e4ngden p\u00e5 resultat efter avslutad matchningstj\u00e4nst \u00f6kat.<\/li>\n<\/ul>\n\n\n\n<p>Sammantaget har de \u00f6kade kraven och kostnaderna, kombinerat med urholkad ers\u00e4ttning, \u00f6ver tid f\u00f6rs\u00e4mrat f\u00f6r h\u00f6gt presterande leverant\u00f6rer att skapa kvalitativa och h\u00e5llbara tj\u00e4nster. F\u00f6r att s\u00e4kerst\u00e4lla att arbetss\u00f6kande f\u00e5r det st\u00f6d som de beh\u00f6ver av matchningstj\u00e4nsterna f\u00f6resl\u00e5s ett antal \u00e5tg\u00e4rder.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Arbetsf\u00f6rmedlingen s\u00e4kerst\u00e4lla att de l\u00e4gst presterande leverant\u00f6rerna utesluts<\/p>\n<\/blockquote>\n\n\n\n<p>Kompetensf\u00f6retagen och Utbildningsf\u00f6retagen anser att Arbetsf\u00f6rmedlingen ska \u00e5terst\u00e4lla resultaters\u00e4ttningen till tidigare niv\u00e5er, skapa b\u00e4ttre f\u00f6ruts\u00e4ttningar f\u00f6r j\u00e4mna deltagarvolymer samt s\u00e4kerst\u00e4lla att de l\u00e4gst presterande leverant\u00f6rerna utesluts. Det \u00e4r av st\u00f6rsta vikt f\u00f6r att beh\u00e5lla h\u00f6gre presterande leverant\u00f6rer inom matchningstj\u00e4nsterna, och i f\u00f6rl\u00e4ngningen f\u00f6r att de arbetss\u00f6kande ska f\u00e5 det b\u00e4sta st\u00f6det. F\u00f6rhoppningsvis kan denna rapport bidra till en \u00f6kad f\u00f6rst\u00e5else f\u00f6r hur branschens villkor f\u00f6rs\u00e4mrats, vilket leder till f\u00f6rb\u00e4ttringar i
