Nu<a href=\"https:\/\/www.svd.se\/a\/zA85j4\/facklig-oro-nar-hyrpersonal-minskar-i-varden\"> varnar facke<\/a>t f\u00f6r \u00f6kade sjukskrivningar och s\u00e4mre arbetsmilj\u00f6, skriver Christoffer Nilsson, n\u00e4ringspolitisk expert i en kommentar.<\/p>\n\n<p>I g\u00e5r sl\u00e4ppte SKR:s sin <a href=\"https:\/\/skr.se\/skr\/arbetsgivarekollektivavtal\/personalochkompetensforsorjning\/halsoochsjukvard\/bemanningstrendinhyrdpersonal.11422.html\">sammanst\u00e4llning av regionernas kostnader f\u00f6r inhyrd v\u00e5rdpersonal<\/a> f\u00f6r f\u00f6rsta halv\u00e5ret 2024. Sammanst\u00e4llningen visar att kostnaderna \u00e4r 28 procent l\u00e4gre \u00e4n samma period f\u00f6r 2023.<\/p>\n\n\n\n<p>Att regionerna haft tuffa ekonomiska f\u00f6ruts\u00e4ttningar under de senaste \u00e5ren \u00e4r allm\u00e4nt k\u00e4nt. \u00d6kade pensionskostnader, inflation, utbred administration och bristande effektivisering av verksamheterna har lett till den kostnadsutveckling som regionerna beh\u00f6vt hantera. Det ska d\u00e4rf\u00f6r i sammanhanget p\u00e5pekas att kostnaderna f\u00f6r den inhyrda v\u00e5rdpersonalen \u00e4r marginell och inte den bov till regionernas kostnadsutveckling som den m\u00e5nga g\u00e5nger m\u00e5las ut som.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Inhyrda l\u00e4kare och sjuksk\u00f6terskor \u00e4r en l\u00f6sning, inte problemet<\/p>\n<\/blockquote>\n\n\n\n<p>P\u00e5 vissa h\u00e5ll, t.ex. i Region Sk\u00e5ne har man valt att \u00f6ka utgifterna f\u00f6r k\u00f6pt v\u00e5rd utomlands i st\u00e4llet f\u00f6r att nyttja den kompetens som v\u00e5ra medlemmar erbjuder. Det \u00e4r tydligt att det \u00e4r en ideologisk kamp snarare \u00e4n en fr\u00e5ga om levererad v\u00e5rd.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vardbemanning-ar-en-viktig-resurs\">V\u00e5rdbemanning \u00e4r en viktig resurs<\/h3>\n\n\n\n<p>I sammanst\u00e4llningen pekar SKR p\u00e5 att egen personal skapar s\u00e4ker v\u00e5rd. V\u00e5r inst\u00e4llning \u00e4r fortsatt att regionerna ska ha f\u00f6rm\u00e5ga att klara grundbemanningen och s\u00e4kerst\u00e4lla on\u00f6digt stora personaloms\u00e4ttningar. Satsningarna p\u00e5 arbetsmilj\u00f6 \u00e4r v\u00e4lkomna b\u00e5de f\u00f6r ordinarie personal och inhyrd v\u00e5rdpersonal. D\u00e4remot s\u00e4tter SKR sj\u00e4lva fingret p\u00e5 utmaningarna som v\u00e5r bransch \u00e4r till f\u00f6r att l\u00f6sa; som ett \u00f6kat v\u00e5rdbehov, sv\u00e5rrekryterade bristyrkeskompetenser, arbetstider\/schemal\u00e4ggning f\u00f6r att n\u00e4mna n\u00e5gra. H\u00e4r kommer v\u00e5rdbemanning vara en viktig resurs b\u00e5de nu och fram\u00f6ver f\u00f6r att s\u00e4kerst\u00e4lla r\u00e4tt kompetens och underst\u00f6d d\u00e4r det beh\u00f6vs.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Vi ser ett \u00f6kat fl\u00f6de av v\u00e5rdpersonal till Norge och Danmark<\/p>\n<\/blockquote>\n\n\n\n<p>Det som oroar \u00e4r regionernas fortsatt arbeta med att bli helt oberoende inhyrd v\u00e5rdpersonal. N\u00e4r regionerna sedan tidigare haft denna ansats har pendeln slagit tillbaka \u00e4n h\u00e5rdare och inhyrningen \u00f6kat till nya rekordniv\u00e5er. Sedan det nya nationella hyrbemanningsavtalet kom p\u00e5 plats finns det ocks\u00e5 b\u00e4ttre utrymme och m\u00f6jlighet f\u00f6r regionerna att budgetplanera och l\u00e5ngsiktigt hantera sina ink\u00f6p av v\u00e5rdbemanningstj\u00e4nster. Att vi d\u00e4rf\u00f6r f\u00e5r tydliga indikatorer p\u00e5 att regionerna med avsikt upphandlar v\u00e5rdbemanningstj\u00e4nster med kortare uppdragstid \u00e4n tidigare i syfte att n\u00f6ta ut f\u00f6rekomsten av inhyrd bemanning \u00e4r inte ett gott tecken f\u00f6r de som \u00f6nskar f\u00e5 v\u00e5rd i tid. Detta kommer leda till personalflykt och \u00e4n v\u00e4rre att fler \u00f6verger v\u00e5rdyrket. Vi ser redan nu ett \u00f6kat fl\u00f6de av personal till b\u00e5de Norge och Danmark till f\u00f6ljd av den allt tuffare situationen f\u00f6r v\u00e5rdbemanningspersonal i landet.<\/p>\n\n\n\n<p>Till detta \u00e4r det v\u00e4rt att p\u00e5minna att cirka h\u00e4lften av regionerna fortsatt har dispens fr\u00e5n de nya dygnsvilorutinerna som inf\u00f6rdes f\u00f6rra h\u00f6sten. N\u00e4r samtliga regioner v\u00e4l beh\u00f6ver f\u00f6rh\u00e5lla sig till detta kommer inhyrd v\u00e5rdpersonal vara \u00e4n viktigare f\u00f6r att kunna leverera v\u00e5rd i tid.
